Well, since our last meeting, I had a great trip to the Panhandle, and 00:02:39.469 --> 00:02:44.478 along the way, stopped to meet with several rural communities. I also stopped by the city of Brownfield and 00:02:54.806 --> 00:03:00.021 met with their city manager and staff, Elden Job. And then on the Ropesville and talked 00:03:00.046 --> 00:03:05.118 with their mayor, Brenda Rebel, and their public works director, Vernon Wright, about 00:03:05.143 --> 00:03:10.305 the new water treatment facility that they are financing. And, you know, we talk about 00:03:10.330 --> 00:03:15.408 the important role of the board and the staff and the project teams in terms of being 00:03:15.433 --> 00:03:20.582 kind of like that technical advisor. We say we can’t engineer the project for you. But 00:03:20.607 --> 00:03:25.435 our folks have seen a lot and could kind of give you some advice and options. And 00:03:25.461 --> 00:03:30.691 this certainly happened in this case. And Vernon was relating to me conversation he had 00:03:30.716 --> 00:03:35.861 with Lee Huntoon and that another small community in the area had considered something 00:03:35.886 --> 00:03:41.043 a little bit different than what they were initially considering with reverse osmosis, 00:03:41.068 --> 00:03:45.667 something called EDR. They had a fluoride issue, and so normally you would do 00:03:45.691 --> 00:03:51.033 activated alumina, but they were looking at a more comprehensive approach through reverse 00:03:51.058 --> 00:03:56.256 osmosis. But in doing the investigation and again, talking with another small community 00:03:56.282 --> 00:04:01.255 who had done it in the area, there's more waste associated with reverse osmosis. So 00:04:01.280 --> 00:04:06.288 that's an additional cost. And then, with EDR, there's the option to replace filters 00:04:06.313 --> 00:04:11.480 on an ongoing basis, and so there is a saving and operating expense. So long term kind 00:04:11.505 --> 00:04:16.409 of looking at it, they were able to remove the fluoride. In the event that arsenic 00:04:16.435 --> 00:04:21.767 became an issue, they could use that process for that as well. And then on down the road, 00:04:21.792 --> 00:04:26.803 as we've seen with with some communities having issues with radionuclides that could 00:04:26.828 --> 00:04:31.811 be chemically treated. So I mean, I just think it's a great example of a of a small 00:04:31.836 --> 00:04:36.912 community being able to visit with another small community and kind of help them, you 00:04:36.937 --> 00:04:42.085 know, on a technical effort and also save money in the long term and look at different 00:04:42.110 --> 00:04:47.055 options and ideas. So a great job by our team in supporting that effort. Then on to 00:04:47.080 --> 00:04:51.954 Amarillo and I stopped by the First Bank Southwest, and their CEO was there, Andy 00:04:51.979 --> 00:04:57.303 Marshall, a big supporter of their rainwater harvesting project through permeable pavers. 00:04:57.328 --> 00:05:02.724 They collect the rainwater underground, and then they use it for water on their landscape. 00:05:02.749 --> 00:05:07.764 And he was kind of new to that position. Water supply for the project will be used to meet water demands within the portion 00:34:23.659 --> 00:34:28.180 of Bannon County that lies in the Sulphur River basin and within the service area of 00:34:28.180 --> 00:34:33.619 the district. In March of 2018, the district received financial assistance from the board 00:34:33.619 --> 00:34:38.379 through the Water Infrastructure Fund for planning, acquisition and permitting of the 00:34:38.379 --> 00:34:44.950 reservoir, and in July of 2015 they received additional 44.7 million in funding from 00:34:44.950 --> 00:34:50.899 the SWIRFT program for finalizing the permitting, preliminary design and let and land acquisition 00:34:50.899 --> 00:34:56.491 of the project. The Corps released the draft EIS for public review 00:35:23.160 --> 00:35:29.210 and comment in October of 2018 which ended in December of 2018. So at that time during the drought, they, and the current cost of 00:55:21.720 --> 00:55:27.200 water, they could save, doing the project they could save a half a million dollars per year. During 00:55:27.200 --> 00:55:33.130 the times of not so much drought and they have a lot in flow and less less demand. Then 00:55:33.130 --> 00:55:39.559 it cost them. But it's still, they get to use both sources of water. Our present conditions are little changed from a month ago when we 00:57:32.680 --> 00:57:40.720 had two patches of drought in South Texas that totaled about 1.6% of the state. In 00:57:40.720 --> 00:57:44.880 the last month, those two areas of drought have wiggled around a little bit. We've seen 00:57:44.880 --> 00:57:50.529 some intensification in some areas, but the total amount of the state drought still 00:57:50.529 --> 00:57:57.710 remains about 1.6%. That's significantly better than where we were at this time last 00:57:57.710 --> 00:58:00.687 year, when almost half the state was in drought. 00:58:00.712 --> 00:58:03.299 So it's a much better place to be entering 00:58:03.299 --> 00:58:07.081 mid summer. Elephant Butte Reservoir, which supplies 00:59:56.749 --> 01:00:03.190 El Paso, has its largest volume this time of year in the last nine years. As the economic development person in Von Ormy, it was my job to try to entice 01:06:20.099 --> 01:06:26.200 businesses to come, and the answer was always given to me with another answer, when are 01:06:26.200 --> 01:06:33.069 you going to get sewer? And today, on the southwest side of San Antonio and I 35 and Loop 01:06:33.069 --> 01:06:42.570 1604, the land value is $55,000 an acre on the north side, it's $1,000,000 an acre, 01:06:42.570 --> 01:06:50.180 and we can't tap into any of that because of the lack of sewer. We do have 01:06:50.180 --> 01:06:56.880 a small community, which is not within the city limits but right next to us. And the 01:06:56.880 --> 01:07:03.039 area has quarter-acre lots with a well and a septic system, which today you couldn't 01:07:03.039 --> 01:07:11.079 do. But they also have the highest waterborne disease in the United States.
