It's used 00:01:49.799 --> 00:01:53.299 by consultants and researchers to identify temporal changes 00:01:53.299 --> 00:01:57.379 to property values, enhanced environmental impact assessments, 00:01:57.739 --> 00:02:00.319 and to observe landscape and land use changes over 00:02:00.319 --> 00:02:04.579 time. It's been a working archive for almost 50 years, 00:02:04.599 --> 00:02:08.500 which means people actually use it, handle it, and, 00:02:08.509 --> 00:02:13.020 you know, copy it and so forth. And it's been in constant 00:02:13.020 --> 00:02:18.120 use by research personnel. One of the major 00:02:18.120 --> 00:02:21.389 things about it is is that we did an assessment last 00:02:21.389 --> 00:02:25.530 year and we reorganized that entire archive and realized 00:02:25.629 --> 00:02:28.599 that the condition is in pretty dire straits. 00:02:29.039 --> 00:02:31.900 So, based upon that assessment, we decided to close 00:02:31.900 --> 00:02:37.259 the archive to consultants earlier this year. It's basically, it's 00:06:13.040 --> 00:06:15.879 a remote sense technology that uses aircraft to capture 00:06:15.879 --> 00:06:18.250 three-dimensional information about the Earth's surface. 00:06:18.740 --> 00:06:21.519 It provides engineering grade level accuracy and serves 00:06:21.529 --> 00:06:24.829 the needs of most economic development emergency planning 00:06:24.829 --> 00:06:28.149 activities. It's often used for coastal flood and hurricane 00:06:28.149 --> 00:06:30.939 search modeling, flood modeling, pipeline transmission, 00:06:30.939 --> 00:06:35.910 transportation, corridor modeling, urban economic development, 00:06:35.910 --> 00:06:39.079 watersheds, facility citing, all those things are 00:06:39.089 --> 00:06:42.470 very dependent upon lidar information. So TNRS 00:06:42.470 --> 00:06:45.750 has started receiving lidar from our federal partners. 00:06:46.139 --> 00:06:49.639 Our federal partners, unfortunately, don't always classify 00:06:49.639 --> 00:06:52.689 all the information into the different elements 00:06:52.689 --> 00:06:54.990 that we need. They don't classify vegetation, building 00:06:54.990 --> 00:06:58.589 or large culverts, bridges and so forth. So though we're 00:06:58.589 --> 00:07:01.050 receiving this high quality data in the amount of 00:07:01.050 --> 00:07:06.329 about 170,000 square miles, that data needs to be classified 00:07:06.329 --> 00:07:08.959 to capture low, medium, high vegetation and buildings 00:07:08.959 --> 00:07:12.319 and culverts. That's what our standards are. So the 00:07:12.319 --> 00:07:16.800 project would actually represent a large 00:07:17.129 --> 00:07:20.290 step forward in our efforts to standardize lidar 00:07:20.290 --> 00:07:23.410 classification across Texas. The classification would 00:07:23.410 --> 00:07:26.160 have substantial state and local government resources, 00:07:26.160 --> 00:07:29.670 it would enable immediate processing of lidar 00:07:29.670 --> 00:07:31.699 for the creation of these data sets that need that 00:07:31.699 --> 00:07:35.839 information. Lidar is processed from projects which 00:07:35.839 --> 00:07:39.199 further helped floodplain management and planning features 00:07:39.240 --> 00:07:42.529 feature extraction, high quality modeling, next gen 00:07:42.529 --> 00:07:47.850 911 stuff, including planning and habitat modeling 00:07:47.850 --> 00:07:50.050 and endangered species. It goes on and on, so there's 00:07:50.050 --> 00:07:52.709 so much you can extract out of just the lidar data 00:07:52.709 --> 00:07:57.600 set. And so we're, the Executive Administrator 00:07:57.600 --> 00:08:01.949 has recommended the approval of us to execute multiple 00:08:01.949 --> 00:08:06.550 contracts not to exceed 2.5 million so that we can 00:08:06.550 --> 00:08:09.910 actually get this information classified using these 00:08:09.910 --> 00:08:12.810 multiple contracts and do 'em quickly so that we can 00:08:12.810 --> 00:08:17.019 be prepared for the upcoming, you know, upcoming hurricane 00:08:17.019 --> 00:08:19.629 season and also our own efforts as it relates 00:08:19.629 --> 00:08:24.149 to flood, our efforts. And, of course, when you conserve water 00:14:07.029 --> 00:14:10.399 that is also a water supply and, you know, right at, 00:14:10.519 --> 00:14:14.230 you know, 575,000 acre feet of water savings over the 00:14:14.230 --> 00:14:17.830 past 10 years. So, you know, a great investment 00:14:17.830 --> 00:14:21.190 in my mind for the state of Texas. I think we know 00:14:21.190 --> 00:14:24.470 we have six million acres of irrigated crops growing 00:14:24.470 --> 00:14:28.039 in Texas so this is significant, a lifeblood of most 00:14:28.039 --> 00:14:31.259 rural communities and important contributor to the 00:14:31.259 --> 00:14:35.019 Texas economy. I was really excited this year that 00:14:35.029 --> 00:14:38.519 we did have more funding available than what we've 00:14:38.519 --> 00:14:43.059 had in the past. Actually double.
